Require strict ecological criteria for construction projects undertaken in the region in future SRADDET recommendations.

Why is this important ?

Large construction projects are often "green in name only" ("Ecoquartier Lille") and while architectural renderings often show sites immersed in nature with green roofs and facades, the built reality is normally the opposite. With flagship projects such as the vertical forest of the Boeri Tower, which imposes a considerable maintenance cost of up to 6€/m²/month, this type of greenery will only benefit the wealthiest. When the only criterion is maximising profit on the available square metres, nature and citizens will be left out in the cold. The results can be seen on the many large-scale projects in Lille, which do not take into account neither future traffic management nor the nature and animation of a neighbourhood in general. With all the artificial ground, our cities are an accident waiting to happen during prolonged heat waves or torrential rains, both of which are much more likely due to climate change.

What do we propose ?

  • Apply a green space coefficient to facades and roofs when calculating mandatory green spaces on construction sites to ensure that green spaces are on the surface ;
  • Introduce a minimum amount of open earth green space per citizen in relation to urban density to help municipalities prevent uncontrolled construction and ensure that surfaces are able to absorb rainwater and manage humidity and temperature;
  • Evolving the requirement for ground parking spaces to equivalent compulsory green spaces;
  • Make the construction of surface parking spaces mandatory to be green parking spaces ;
  • Require new housing projects to be carried out close to public transport systems to avoid the creation of dormitories accessible only by car and the saturation of the traffic system;
  • Require new housing projects to reserve space for basic public services (schools, crèches, shops, etc.) in order to reduce the need for residents to travel;

Can you estimate the cost of this ?

All measures will be introduced in the form of rules in future planning documents (SRADDET). There are no costs associated with these measures.
