Paris, 29th of Octobre 2021 -

Conversion therapies are all practices that aim to change or repress people's sexual orientation or gender identity. This is in itself the deprivation of the freedom of each person to live as they wish. The bill passed by the National Assembly establishes the creation of a specific offence of "repeated practices, behaviour or statements aimed at modifying or repressing the sexual orientation or gender identity, real or supposed, of a person and having the effect of altering his or her physical or mental health", punishable by two years' imprisonment and a fine of 30,000 euros, or even three years' imprisonment and a fine of 45,000 euros where a minor is involved.

Volt supports all personal freedoms for the LGBTQIA+ community:

  • Respect for and application of the Yogyakarta Principles imply that all human beings are born free and equal in dignity and rights. Human beings of all sexual orientations and gender identities are entitled to the full enjoyment of all human rights.

Volt makes a strong case for proposals:

  • act to ensure that the de-psychiatrisation of transgender people at the WHO is actually implemented. In June 2019, the World Health Organisation announced that it had removed transgenderism from its list of mental illnesses;
  • enforce the right to asylum for people at risk of persecution because of their real or perceived sexual orientation or gender identity;
    convince other EU countries to also step up their efforts;
  • strengthen the prevention and fight against HIV/AIDS and hepatitis, in particular those aimed at the most severely affected populations;
  • relaunch an ambitious programme and make an annual campaign against LGBTphobic discrimination systematic in schools, companies and the civil service;
  • systematise prevention modules on LGBTphobic discrimination in the initial and ongoing training of public service personnel;
  • establish a permanent and independent body in charge of the fight against LGBTphobia, based on the model of the High Council for Equality between Men and Women;
  • give the National Consultative Commission on Human Rights (CNCDH) the mission and the financial and human means to produce an annual report on LGBTphobia,
  • make the signing of agreements on objectives and resources between the State and sports federations conditional on the implementation of an action plan against LGBTphobia;
  • guarantee effective coverage of all health expenses incurred during transitional periods (whether accompanied by private doctors or hospital teams), including the reimbursement of operations performed abroad;
  • work to ensure that the fundamental rights of transgender people are guaranteed in prisons (respect for their gender identity and access to treatment, particularly hormonal treatment);
  • allow young transgender people to use a pseudonym during their studies - from kindergarten to university - to guarantee their right to privacy and fight against harassment;
  • facilitate access to associations to discuss discrimination faced by LGBTQIA+ people.
