While many countries use single ballots, political parties in France have to finance their own ballots and circulars, which are sent to all households before the election.
How much does it cost for a national election?
As of 14 February 2020, 46,026,311 French nationals were registered on the main communal lists, 1,308,642 French nationals were registered on the consular lists, and 329,942 EU nationals were registered on the complementary communal lists.
This means that in order to have an equal chance at the established parties, one has to finance about 48-96 million ballots, 48 million flyers and posters for the polling stations. In the parliamentary elections, the printing of 100.000 flyers and ballot papers costs about 3500€, so in theory a party has to raise 480*3500 = 1.68M€, say at least 1.5M€.
This is a very high price to pay for bringing new ideas into politics, and is only repaid with a score of over 3%. Of course, it is possible to print less, but distribution is limited by the fact that the government distributes all the materials or asks the parties to do it themselves, which makes it very difficult to target certain areas.
1.5 million euros is a lot
Can you believe it? The threshold is 5% (~1.5M votes) to have 5 elected representatives, so try to find parties willing to share this financial burden by sharing the 5 eligible seats.
Eurostars
We have set ourselves the target of raising at least €250k - if possible. Finding 500 people in 2023 and 2024 willing to support us with €500 (of which €330 is tax deductible) already gives us €500k or 1/3 of the budget needed to meet the established parties. This is our "Eurostars" sponsorship programme, which we will be marketing throughout the year to find those 500 people (and hopefully more) willing to support our movement and campaign.
The Circle
We have also set up a circle of major contributors at European level, the "Circle", inspired by the circle created by Volt in the Netherlands. This circle will bring together people who are prepared to make significant contributions to our cause, whether at French or European level. Although donations in France are limited to individuals, we are setting up our national branch of the the Circle and offering a vision and a space for exchange on the future of Europe, European politics and democracy in France and elsewhere.
Volt France will publish any donation exceeding €3,000 per donation or per donor in a year on the Transparency page. Before publishing a donation, Volt France will obtain the consent of the donor. If the donor disagrees, the amount in excess of €3,000 will be refunded, less any transaction costs.

The data collected on the donation form is processed by Volt France in order to manage information about the movement's donors and to enable Volt France to send you political communications. The information marked with an asterisk is mandatory. If you do not fill in these fields, Volt France will not be able to process your request. Under the terms of Article 11-4 of Law No. 88-227 of 11 March 1988 on the financial transparency of political life, as amended by Law No. 2017-286 of 6 March 2017: "donations made and contributions paid as a member of one or more political parties by a duly identified natural person to one or more associations approved as funding associations or to one or more financial agents of one or more political parties may not exceed EUR 7,500 per year. [Legal persons other than political parties or groupings may not contribute to the financing of political parties or groupings, either by making donations, in any form whatsoever, to their funding associations or financial agents, or by providing them with goods, services or other direct or indirect benefits at prices lower than those usually charged. ". Article 11-5 of the same law specifies that persons who have made a donation or loan to one or more political parties or groupings in violation of Articles 11-3-1 and 11-4 are punishable by three years' imprisonment and a fine of EUR 45 000.
